1099-NEC state reporting when there has been no withholding?

Q. In the past, states received 1099-MISC forms reporting payments of non-employee compensation directly from the IRS through Combined Fed/State filing. For the CY 2020 1099-NEC reporting, I am aware of the need to file directly to the state. If we did not have any withholding are we still required to file to the state?
