1099 reporting for health plan reimbursements

Q. I need to get several executive retirees who have taken part in a pilot program for a new health plan reimbursed for additional Medicare expenses. The most one retiree would be reimbursed is $1680. Would we issue a 1099 to the people we reimburse? Does the ACA have any impact on this type of reimbursement?  This program is to reimburse the additional adjusted premium amount which high-income individuals are required to pay for agreeing to be in a Medicare Advantage pilot…
