The IRS provides a free TIN matching service that will let you know whether the name and TIN combination you have on file for a vendor or payee matches a combination in the IRS system; it will not tell you what a vendor's or payee's TIN is.  Registration for IRS's eServices suite of products is required to use the system, but there is no charge for it.

Freeerisa also provides an EIN finder, for a fee.  (I cannot get their link to the EIN finder to work, but that might just be my system; if it's not working, you can contact them for assistance.)
