1099 reporting to payroll garnishment vendors?

Q. We have several vendors (LLCs) that are used strictly for payroll garnishments. We do not have a W-9 for these vendors on file and I have no way of validating that they should be exempt from 1099-MISC reporting. Are exceptions made for vendors receiving payroll garnishment payments? Obviously we would not issue a 1099-MISC to a government agency for levies, but how do we handle garnishment vendors that are for personal loans, etc.? A.
