Are funds paid to non-public schools reportable?

Q.¬†We are a K-12 public school system. We make payments to non-public schools for services to our special needs children. The non-public schools bill us and we pay them monthly based on the number of students serviced. Are payments to these non-public schools 1099 reportable or not? Also, in addition to public schools, we have students in a few charter schools within our district. Annually, we give to each charter school the funds designated to fund per-pupil education per the district budget.…
