Can a company refuse to pay late T&E expenses?

Q. Can a company refuse to pay expense reimbursements to employees because of late submission? The policy states that all expenses must be submitted within 30 days, but there are employees who submit their expenses once a year. Can we legally refuse to pay these expenses?
