Payments to small businesses under the COVID Partnership Program

Q.¬†Our county distributed payments to small businesses under the COVID Compliant Business Partnership Program. These are part of the CARES act funds received by the federal government. Are we supposed to report these payments using a 1099-G? Most of the recipients were sole proprietors that were not incorporated. Should we also report grant payments made to LLCs and S Corporations?
