AP organizational structure in the real estate industry

Q. My organization develops and manages apartment buildings and student off-campus residences, among other things.
I am finding that in this organization, AP is strictly a processing department, rather than being a vendor-facing, customer-centric department. Everything is basically managed through and directed by the accounting department. AP has very little decision-making authority or visibility.
