Does a W-8BEN-E form expire?

Q. Based on previous Ask the Expert answer regarding a W-8BEN-E form, "It only lasts until the end of the calendar year when it was signed and then the next three years. It expires at the end of that period. For example, a W-8BEN-E form signed in 2021 would be valid for the rest of 2021 as well as 2022, 2023 and 2024." This does not address the IRS document date.
