Foreign vendor claiming withholding exemption

Q. Our university is in the process of establishing a foreign vendor in our supplier database who provided an IRS Form W-8EXP claiming exemption from the 30% withholding requirement. This vendor is a specialized agency of the United Nations. Payments made to this vendor will be for the revenue share of a training program and certification hosted in the U.S. by both our university and the vendor. Are we correct in accepting a Form W-8EXP and exempting these payments from 30% withholding?
