Handling Uncashed Garnishment Checks: Who Is Entitled to the Funds?

Q. Back in January of 2019 a Garnishment was held out from one of the employees paychecks and a check sent to the person who the funds were for. Our payroll department found out in March this year from OSV who handles these types of payments for our company that the check was never cashed so they sent the funds back to our account and stated that it needs to be refunded to the employee who had the funds deducted from his paycheck.
