Q. What do you do if an attorney (required 1099 situation) you pay for a Garnishment refuses to give you a W9. You have to pay the garnishment to him and how would you even apply backup withholding? For reference, the garnishment is being passed to the attorney and the attorney is the one receiving payment. This is not for a bankruptcy trustee situation. A.
