Q. We made a payment to a vendor and did not have a W9 on file and did not back-up withhold as we missed and already paid the vendor. When we solicited the vendor for a W9, they refused. I'm getting ready to submit a blank EIN in the 1099 box and mail the vendor the 1099, but I didn't know what to do since we did not backup withhold. How do we need to handle?
