Obtaining W-8 and W-9 forms electronically

Q. I need to quickly obtain some information how to accept W-8 and W-9 tax forms electronically. What are the rules for retention, etc.?
We obtain these tax forms from our athletes (domestic and international) who are playing in national tournaments for prize money. We would like to have the the tax forms to be completed electronically vs. in paper. We usually cannot read the handwriting from the players who are foreign.
