Sales tax charged on a portion of copier rental

Q. We rent several copiers from a vendor; up until a few months ago, their invoices would charge sales tax on the total of the monthly rental plus the overages. Recently, the vendor changed this and is charging the sales tax on only 45% of the rental and overages. The resulting tax amount is less than before. He explained that this was because the State of California recently had them change the amount of tax to only tax the supplies portion of the charges.
