Q. What is the appropriate tax rate for a scholarship/fellowship payment to an NRA, whose F, J, Q or M visa has expired? Let's say individual has an F-1 visa that expired May 5, 2023 and they were to receive a fellowship payment after that date. Would we still allow the reduced rate of 14% or would we apply the default rate of 30% due to the expired visa status? A.
