Vendor refusing to submit a W-9 as a pass-through entity

Q. Our policy is to obtain fully executed and complete W-9 or W-8 prior to establishing a vendor in our database. One of our newest vendors is claiming they are a "pass-through" and are refusing to provide a W-9. They are an utility billing service and collect utility payment on behalf of property owner/managers.
