W-9 for attorney representing a minor

Q. We are issuing a settlement payment to the attorney only who is representing a minor. The settlement doesn't involve physical harm to the laimant. The attorney has sent their W-9 but refuses to submit the W-9 for the minor. The attorney stated it is their responsibility to request the W-9 and disburse the funds and they will issue 1099; we should only issue 1099 to the attorney and not the claimant.
