When do I need to collect a W-8 from a foreign supplier?

Q. As a distributor, we have been adding many new suppliers located in foreign countries this year. They are suppliers of goods/products they ship into the U.S. (to us, or drop shipped to our customers), or sometimes software/licenses/apps they forward links/licenses on for, and on occasion a service (perhaps repair).
