Can B-Notices Be Sent Via Email?

Q. According to the IRS guidance you must send a letter via physical mail with a SASE and a blank W-9. This is fine, but I would also like to send them via e-mail in addition to physical mail. I however can't find any guidance if this would be considered 'notified'. I am thinking about situations where the B notice doesn't arrive to them via physical mail or is returned. If I send via physical mail and email does that cover me adequately if I need to justify withholding at the 30 day…
