Expense reimbursement for tree removal

Q. One of our division managers paid a contractor for tree removal at one of our work sites. The manager personally contacted the contractor to remove the tree and he paid for it with his personal checking account. The division petty cash account reimbursed him. I would like to know if this payment is 1099-reportable to the contractor even though we did not pay him directly.
