Expense reimbursement for tree removal

Q. One of our division managers paid a contractor for tree removal at one of our work sites.┬áThe manager personally contacted the contractor to remove the tree and he paid for it with his personal checking account.┬áThe division petty cash account reimbursed him. I would like to know if this payment is 1099-reportable to the contractor even though we did not pay him directly.
