Is Sales Tax Owed on Gas Cylinder Rentals in Texas?

Q. I work for a construction company in Houston, Texas, and we rent gas tanks from a Texas company. They are not charging us tax on the rentals, and when I asked them about it, they said it is their understanding under Texas law not to charge tax on their rentals, and they do not charge it. I feel like we should be paying tax on this. I have tried to look it up, but couldn't find anything directly related.
