Physician on a student visa with no SSN

Q. We have a physician who is here on a student visa so they do not have a SSN. Will they submit the W-8BEN for verification and to determine if taxes should be withheld? Since they are working in the US that should trigger a 1042-S at year end, correct? We have a few foreign vendors that are companies but this would be our first foreign entity that is an individual.
