Reporting Payments to a Foreign Beneficiary of a Deceased Employee

Q. We are issuing a final warrant for a deceased employee to their beneficiary. We sent a W-9 Form to the beneficiary and they advised that they are not a US Citizen or Resident and are unable to complete the W-9. We've never had a foreign beneficiary in the past. From my research, I believe we need the beneficiary to complete a W-8BEN, we withhold 30% of income, and report the payment via 1042-S. Is this correct?
