Escheatment regulations as they apply to local government checks

Q. I am trying to find out how the escheatment regulations apply to local governments. Currently, our AP department reissues checks that are up to 7 years old because this is generally our retention period for most department; anything older than that is then placed back in the general fund. We have other departments that use different guidelines but I would like to find out if there are specific criteria we can use to apply to all departments. A.
