Q. If a vendor who is coming to the U.S. to give a lecture submits a W-8BEN with citizenship listed as Cambodia and a residence of Singapore, I assume 30% withholding will need to be done. Is this correct? There was no tax identification provided on the form. I also assume this will need to be provided to submit withholding and a 1042-S to IRS? A.
