Managing problem resolution with an open purchasing structure

Q. I am an AP Supervisor at a major children's hospital. Our business practice here is that anyone from any department can order goods and services for their area whenever, however, and from whomever they want. Only storeroom items are required to be on PO. Our ratio of purchases is about 50% on PO and 50% without PO. That does not include utility and telecom transactions which by default are NonPO. We are not keeping up with the volume of work in AP. Problem resolution is very time consuming…
