Q. We pay research participants for each visit they make during a research project. We have several participants who did not provide a SSN and we therefore, withheld and remitted the 24% federal tax. The payments to some of these participants total less than $600 for the current year. Are we required to issue a 1099, without the SSN and no reportable income, but showing the federal withholding amount?
