Unable to obtain a W-9 form

Q.  We have been unsuccessful in getting a W9 form or any TIN info from one of our landlords. Another team had set up the vendor to pay rent for one of the buildings for our company but failed to collect TIN info, until I discovered it during 1099 reporting for 2021. I've left multiple voicemails and emailed the landlord's agent, still no W-9. We would like to proceed with the 24% backup withholding, but wanted to know if there's an IRS process that needs to be followed. 1. Must we first notify…
