W-8IMY for rent payments for a U.S. location

Q. I have a payee who has provided a W-8IMY and we pay this company rent for a US location with a US TIN. Our payments go to a US bank; their permanent residence is the Cayman Islands, but their mailing address is New York. Do I issue them a 1099-MISC for rent or a 1042-S? The boxes they checked on their W-8 are: Part 4 – W/H Foreign partnership; Part VII is checked; Part XXVI is checked. Please let me know how to proceed.  A.
